Naval shipbuilding cost structure and estimating reliability

A series of new warships is being built for a Western Navy. While the estimate of cost to completion is reviewed on an annual basis, it was decided to undertake a comprehensive cost review. An expert panel was established to undertake the review and confirm the cost estimate. To assess the reliability of the estimates, the government also required an independent review of the methodology.

We provided a team of naval shipbuilding specialists, who have an in-depth understanding of international naval shipbuilding performance levels, best practices, cost structures and estimating methods, to observe the activities of the expert panel. We then undertook independent investigations and analysis to determine the reliability of the estimating approach.
