Dong Hoi City is located in the center of the province Quang Binh along the Nhat Le estuary, a river draining a catchment area of 2,650 km². With its diverse topography Dong Hoi is confronted with recurrent floods almost every year and in some years the flooding is exceptionally destructive. Due to climate change, the intensity and geographical scope of these extreme weather events will increase and the current flood defenses won’t suffice anymore. The impact of these extreme weather events on the province’s economy, natural resources and the livelihoods of the population is significant.

Constructing and upgrading the infrastructure of Dong Hoi to improve urban environmental conditions, reduce pollution and increase climate resilience is part of The Urban Environment and Climate Change Adaptation Project, funded by the Asian Development Bank (ADB).Royal HaskoningDHV is already familiar in Dong Hoi as we are also involved in supervising and the contract management for the World Bank funded construction of technical infrastructure components for the city.
