The challenge

The creation of the new facility was not a small undertaking, with the terminal intended to provide a total gross storage capacity of up to 200 million barrels of crude oil, making it one of the largest oil storage facilities of this type in the world. 

The extensive nature of the project involved the design, construction, and operation of offshore tanker loading and offloading facilities, onshore storage facilities and associated infrastructure, pipelines and roads.

Royal HaskoningDHV understood OTTCO desire to have a reliable, dynamic and flexible facility which met the initial short term needs of the business but also to position the facility for future expansion. 

The solution

Our experts take a proactive approach to FEED with our clients and as a process for refining the project scope, identifying and mitigating risks and support more accurate cost estimates prior to final investment decisions.

To achieve this we set out a clear design intent, concept and basic engineering to define Phase 1 Marine works services. This required multi-disciplinary engineering approach working together to deliver electrical systems, water treatment systems, civil engineering, drainage & maritime facilities which addressed our client’s current needs. Our awareness of OTTCO’s ambitions allowed us to develop provisions for expansion and potential tie-in facilities to support the growth of the facility.

This information was consolidated into a basis of requirements supported by design concepts which provide a sound basis for comparison for the EPC contractors.

The outcome

A comprehensive FEED package that set a robust foundation for the construction of this major terminal that will receive Oman crude oil via a new pipeline from Nahada. 

The first phase of the Ras Markaz Crude Oil Park will be operational in 2021 with a total capacity of Phase 01 will be up to 25 million barrels of crude oil ability to cater for Suezmax and VLCC tankers via Single Point Moorings.

Royal HaskoningDHV was subsequently appointed by the EPC contractor (China Petroleum Pipeline Engineering Ltd.) to carry out the following studies and design work at detailed design stage:
  • Metocean studies: extreme offshore wind and wave, wave transformation, cyclone, tsunami, hydrodynamic as well as the marine basis of design which summarised the output of these studies;
  • Nautical studies: the dynamic mooring analysis for mooring of VLCC and Suezmax to the SPM, the navigation study and aids to navigation design;
  • Environmental studies: oil spill trajectory modelling, environmental risk assessment, oil spill response analysis and oil spill response plan as well as the morphological sediment modelling and dredge plume modelling studies. 
  • Detailed design of Intake & Outfall for facility.

Using our knowledge acquired at FEED stage and by mobilising our experts from the UK, the Netherlands and Vietnam, we were able to deliver the above critical studies and design work within very tight deadlines such that they could be used as inputs for the rest of the detailed design of the project.
