Limited cross-border transport connections

It’s no secret that the border regions and economies between the Netherlands and Germany are closely aligned and well connected. However, the same can’t be said for the public transport connections which are limited and locally oriented. Enhancing cross-border connectivity would not only create transport links across Europe’s networks, but it would also strengthen knowledge clusters, improve the labour market, and provide education possibilities. Two main corridors were identified along existing infrastructure to enhance the cross-border rail connectivity between Eindhoven-Düsseldorf and Eindhoven-Cologne.

Our multidisciplinary approach

Royal HaskoningDHV was appointed by the province of Limburg to outline a multidisciplinary approach bringing to bear our  expertise and understanding of the political process. We were tasked with identifying the most feasible service (Regional, Intercity or high speed), as well providing a comprehensive stakeholder process to generate support on both sides of the border and guide the decision-making process for authorities. We equipped policy makers with key decision-making information on passenger flows, economic effects, societal cost-benefit analysis and business case. In addition, we provided authorities with actionable information on infrastructure adjustments, no-regret measures and implementable timetables.

Keeping people flowing and trains running

Together with authorities and policy makers, we drafted a public service contract outlining the best and most viable approach. As a result of our work, from 2025, two new cross-border connections will be offered to passengers - Eindhoven-Düsseldorf-Hamm, which in the future will be extended to Brussels and Amsterdam-Aachen, resulting in: 

  • Increasing the frequency of cross-border public transport services
  • Eliminating a lengthy and unreliable transfer at the border station
  • Reducing the travel time of passengers and increasing the total passenger numbers due to modal shift
