Low-carbon transport solutions for the city of Xiangtan in China

The city of Xiangtan in China is home to three million inhabitants and will grow to four million in the next ten years. Therefore, Xiangtan puts effort in low-carbon development and obtains specific and customized technical solutions to improve the urban transport system.

Quick urban transport assessment

Royal HaskoningDHV was asked to carry out a quick urban transport assessment and meet with the Asian Development Bank (ADB) to discuss sustainable transport opportunities and propose specific low-carbon transport solutions to promote low-carbon development.

During our expert mission we carried out desk research, observations and fieldwork on site and met with city officials in the transportation field. Following our own approach to integrated and comprehensive urban transport, we formulated 24 recommendations regarding transport hubs, public transport, strategy and non-motorised transport such as cycling mobility and walking.

Co-creation with stakeholders

These recommendations were discussed during a workshop with JiaoFa group, the Transport bureau, the Planning Institute, the Design Institute, the Urban and Rural Housing Committee, the bike sharing company, the public transportation stations and the police.

Basis for future low-carbon developments

Our recommendations were well received and provide a strong basis for future low-carbon developments in Xiangtan. Hence, the ADB has shown interest in several follow-up assignments. Firstly, we are requested to deliver cost estimates and conceptual design drawing on lane modification including cycling ways improvements and connections, bus station modifications, space modifications at transport hubs, and pedestrian ways improvements.

In a later stage it is expected that we will also consult on the improvement of (public transport) traffic flows, dedicated bicycle routes and the setup of an accessibility action plan.
